Denisovič [dɛ ni ˈso vitʃ] is a city in the littoral of Ismahi, and the center of a small breakaway state which comprises the middle third of the Ismaîn littoral, about 100 km wide. Besides the capital, the major town is Curamanár on the coast. In addition to fish, salt, and other sea products, there is a substantial production of silk.

The littoral, separated from the interior by the Eştranił mountains, has always been culturally and economically separate from rest of Ismahi; it’s oriented toward fishing and ocean trade; it’s more cosmopolitan and its language is closer to Verdurian. However, composed largely of small fishing villages, it’s easily dominated by pirates (as in the Dark Years) or by the more populous Efrát valley.

In 3284 the littoral became the focus of the third war between Verduria and Kebri. This was Elena’s attempt to dominate her eastern neighbor; in this she failed, as the war cemented the Ismaîn alliance with Kebri. But Ismahi lost two-thirds of its littoral: the western portion was directly annexed, and the remainder was made an independent nation, Denisovič.

No one had any great interest in making Denisovič a strong state; it was effectively a Verdurian dependency. There was some idea of having it governed by the surcont of Curamanár, the ranking noble, but the other nobles and the burghers of Denisovič objected. The state was therefore simply declared a confederation. The government, such as it is, rests in a council composed of six nobles, representatives of the two towns, and the Verdurian ambassador (who is only given a vote if the council is deadlocked, which however it frequently is).

No one bothered to invite Denisovič to the patent pact signed by Verduria, Flora, and Érenat in 3434 (later joined by Kebri and Ismahi); and in addition there are no national taxes, though both ports have local taxation. As a result a few manufacturers have located there; but this is not the road to success it would be in a more advanced economy. Factories depend on good transportation, skilled labor, and local suppliers and mechanics, which only exist in the large cities.
