Guaya [ˈgwa ja] is a city-state on the middle Svetla, consisting of little more than the city of Beluana. It is the only state in Eretald ruled by a magician, the witch Burcuma Čuneona.

Beluana was a prosperous city of Caďinas and then Ctésifon. Ctésifon was ruled by Verduria during the early 3300s; when the marquis Čipelric Aďlon took power in Žésifo in 3358, he was occupied with a Verdurian punitive expedition for some years, and Beluana was on its own.

Čuneona, born in 3321, was baroness of Guaya, and already deeply involved with magic. Preoccupied with her studies, she was virtually unknown in the cities till she burst onto the scene during this anarchic period; vivacious and pretty, she was no one’s idea of a witch, and soon was an important leader on the city council. She suggested that the city declare itself neutral in the conflict; neither combatant liked this, but both went along in order to deny the other side the city's resources.

When the Verdurians withdrew, Čipelric suggested, and then demanded, that the city submit to his rule. Čuneona encouraged the council to resist, and when the king started assembling an army, she assured them that she would take care of it. She went alone to confront Čipelric and his army. Accounts of what happened next vary widely. Storms assailed the army, and according to many reports monsters; yet others claim that the army mutinied. In Ctésifon it's often claimed that the baroness appeared to the king in his tent at night and seduced him. In any case the king, without abandoning his claim on the city, withdrew.

Since then Čuneona has been the effective ruler of the city, though the council retains legal authority and day-to-day administration. The baroness, now 159 years old, still has the appearance of a beautiful young woman— though her public appearances are now rare. She remains popular with the citizens, and respected by the powerful; those few who cross her generally end up regretting it. The city remains prosperous.

In foreign affairs the city-state largely follows the will of Ctésifon; Čuneona's reasons for seeking power are mysterious, but she seems more motivated by having the great powers leave her and her city alone than in actually defying them.
