Scafiora
From Almeopedia
The Scafiora [ska fi ˈo ra] is a seaside neighborhood in Verduria city. It's named for the docks (scafî), and its chief legitimate business is servicing shipborne trade both up the river and across the seas. The Hall of the Sea Traders (Säte i soî Celdonecî Zëë) is a meeting house for merchants, where financing and insurance can be arranged for anything from a trading expedition to a new colony.
The Scafiora also contains a large army base, as well as the City College (Smernáe Maztane), actually four colleges in one, for physicians, engineers, architects, and alchemists. (The lawyers have their own establishment in the Išira, while the magicians have one associated with the University of Verduria.)
Sailors want entertainment, and the Prosia Hovard provides all the drinking and gambling they can handle, while nearby streets contain brothels. Some slightly more upscale establishments lie on the nearby Prosia Atučii Flavei (Yellow Rascal Street), including the Libidinous Lion and Rick's Café Américain.
The same establishments attract thieves, mercenaries, and anyone who wants a good time, or an evil time. Many consider that the Scafiora League (Cumonora i Scafiora), the borough association whose charter includes the suppression of street gangs, does so simply by inviting them off the streets and upstairs.
