If the Ktuvoki aren't highly intelligent, and are busy forming coalitions against one another and fighting over their estates. So who is in control, and who is co-ordinating Dhekhnami policy? (Are they the same?) Is it the Demoshi? An Emperor Ktuvok? some sort of council of Ktuvoks? Or is there no central control? Furius 03:16, 24 January 2007 (PST)
